Tourism to Ibiza could begin by the start of June.

The European Commission has unveiled a plan to open the EU to international travel to tourists from countries with low infection rates and those who have been fully vaccinated.

The Guardian reports that EU officials believe it is time to relax restrictions on international travel by the beginning of June "at the latest", with the option of an "emergency brake" should Covid conditions worsen.

Covid testing before or after arrival and quarantine will be up to individual member states once the reopening of borders has been activated.

The EU will seek approval for the plan from its member states later this month.

In a statement posted to Twitter, the European Commission president Ursula von der Leyen said: “Time to revive tourism industry & for cross-border friendships to rekindle – safely. We propose to welcome again vaccinated visitors & those from countries with a good health situation. But if variants emerge we have to act fast: we propose an EU emergency brake mechanism.”

UK travellers are looking forward to May 17 when international travel is due to be allowed again.

Early reports for which countries will be on the green list of the UK's traffic light system suggest Spain may not be included. However it's reported that the list will be updated every three weeks, with the option of putting individual countries on a 'watch list' if Covid begins to worsen in those territories.

Spain has restricted travel from outside the EU until at least the end of May.

The early June target of reopening the EU to tourism is in line with the predictions made by Spain's tourism ministers.
